Matrices that cannot be handled using conventional clustering, regression or classification methods are often found in every big data research area. In particular, datasets with thousands or millions of rows and less than a hundred columns regularly appear in biological so-called omic problems. The effectiveness of conventional data analysis approaches is hampered by this matrix structure, which necessitates some means of reduction. An evolutionary method called PreCLAS is presented in this article. Its main objective is to find a submatrix with (...) fewer rows that exhibits some group structure. Three stages of experiments were performed. First, a benchmark dataset was used to assess the correct functionality of the method for clustering purposes. Then, a microarray gene expression data matrix was used to analyze the method’s performance in a simple classification scenario, where differential expression was carried out. Finally, several classification methods were compared in terms of classification accuracy using an RNA-seq gene expression dataset. Experiments showed that the new evolutionary technique significantly reduces the number of rows in the matrix and intelligently performs unsupervised row selection, improving classification and clustering methods. There is a growing call for greater public involvement in establishing science and technology policy, in line with democratic ideals. A variety of public participation procedures exist that aim to consult and involve the public, ranging from the public hearing to the consensus conference. Unfortunately, a general lack of empirical consideration of the quality of these methods arises from confusion as to the appropriate benchmarks for evaluation. Given that the quality of the output of any participation exercise is difficult to (...) determine, the authors suggest the need to consider which aspects of the process are desirable and then to measure the presence or quality of these process aspects. To this end, a number of theoretical evaluation criteria that are essential for effective public participation are specified. These comprise two types: acceptance criteria, which concern features of a method that make it acceptable to the wider public, and process criteria, which concern features of the process that are liable to ensure that it takes place in an effective manner. Future research needs to develop instruments to measure these criteria more precisely and identify the contextual and environmental factors that will mediate the effectiveness of the different participation methods. Imprecise definition of key terms in the “public participation” domain have hindered the conduct of good research and militated against the development and implementation of effective participation practices. In this article, we define key concepts in the domain: public communication, public consultation, and public participation. These concepts are differentiated according to the nature and flow of information between exercise sponsors and participants. According to such an information flow perspective, an exercise’s effectiveness may be ascertained by the efficiency with which full, (...) relevant information is elicited from all appropriate sources, transferred to all appropriate recipients, and combined to give an aggregate/consensual response. Key variables that may theoretically affect effectiveness—and on which engagement mechanisms differ—are identified and used to develop a typology of mechanisms. The resultant typology reveals four communication, six consultation, and four participation mechanism classes. Limitations to the typology are discussed, and future research needs identified. This article describes the origin and the work of a volunteer run nonprofit agency designed to provide low cost psychotherapy. The agency was developed by psychotherapists connected with the Seattle University graduate program guided by the vision of psychotherapy as a healing relationship and in response to a growing crisis in the mental health system. We address the benefits and the challenges of this collaborative effort, and especially the difficulty involved in successfully running an agency while staying true to a (...) particular vision of therapy, collaboration, and community. The concept of public participation is one of growing interest in the UK and elsewhere, with a commensurate growth in mechanisms to enable this. The merits of participation, however, are difficult to ascertain, as there are relatively few cases in which the effectiveness of participation exercises have been studied in a structured manner. This seems to stem largely from uncertainty in the research community as to how to conduct evaluations. In this article, one agenda for conducting evaluation research that might (...) lead to the systematic acquisition of knowledge is presented. This agenda identifies the importance of defining effectiveness and of operationalizing one’s definition. The article includes analysis of the nature of past evaluations, discussion of potential difficulties in the enactment of the proposed agenda, and discussion of some potential solutions. (shrink)

The aim of this study was to explore the influences, processes and environments that shaped the practice of European nurses for indigenous New Zealand (NZ) Māori communities who were being overwhelmed by introduced infectious diseases. Historical data were accessed from multiple archival sources and analysed through the lens of colonial theory. Through their work early last century, NZ nurses actively gained professional status and territory through their work with Māori. By living and working alongside Māori, they learned to practise in (...) new ways that influenced Māori health. By developing a new role in new professional territory, nurses extended their practice to include health promotion as well as disease prevention. Māori survival from epidemics improved, and the population grew over that period. For Māori, however, Eurocentric care alleviated their immediate health problems, but the detrimental impact of the mechanisms of colonisation overall has continued to the present day. (shrink)

This paper explores the symbolic and material implications of the use of DALYs and QALYs as priority or tie-breaker criteria in triage decisions. It aims to answer the question of their ethical permissibility based on the particular case of the COVID-19 pandemic. For this purpose, theories framed in a queer-crip perspective and ethical frameworks of equity will be used. From a queer-crip perspective, the use of DALYs and QALYs in triage decisions discriminates against and excludes people with disabilities, as it (...) allocates scarce resources based on ableist value judgments about people's quality of life, rather than on evidence. From the point of view of equity, it may imply and reinforce structural injustices involving inequities, that is, avoidable or remediable inequalities. This analysis will argue that the use of DALYs and QALYs categories in triage decisions allocates potentially life-saving resources based on ableist value judgments that lead to an unfair distribution of risks, burdens, and costs. Finally, two objections related to the relevance or necessity of using these or similar categories as criteria will be addressed: the independent cases of structural inequities and the inevitability of setting priorities in the face of a crisis. In the international sphere, sovereignty and fundamental rights are often at odds, giving these rights little space for action and, in general, only after crisis has led to tragedy, and tragedy to disgrace. International Law, on the other hand, consistently succumbs to forms of domination and power, and its scope of action is often limited to certain codifications which are frequently suspended by political exception. Sixteenth century Dominican theologian, Francisco de Vitoria, established the principles for a Law of the people, (...) based on secular civil power that, while still exercising internal sovereignty, could defend and privilege the “rights of all men” over the exercise of power and private interest. This article focuses on this dispute to show Vitoria’s position, who long preceded the great declarations of human rights of the 18 th century, presenting an original doctrine within the framework of an emerging globalization and based on the defense of fundamental rights. This study explores the rationality behind firms’ decision to admit or deny their involvement in bribery when responding to confidential surveys conducted by international agencies. Specifically, we posit that firms’ reluctance to provide accurate information about their engagement in bribery is at least to some extent contingent on certain situational factors. In other words, we claim that this behavior is context dependent. The paper uses the notions provided by the theory of planned behavior to understand the way in which the (...) corruption of the legal environment, the intensity of market competition, and identification risk influence firms’ decision to lie about their involvement in bribery. To test these notions, we use databases from the fifth wave of the EBRD-World Bank Business Environment and Enterprise Performance Survey, country-level data from the Kauffman Foundation and macroeconomic information from the World Bank database. We run ordinary least squares with geographic region-clustered standard errors on data from 30 countries and 6122 individual firms during the period 2012–2013. Consistent with our expectations, the results indicate that firms operating within more corrupt legal environments, facing more competition, and bearing a higher risk of being identified are less likely to deny their involvement in bribery. We conclude that not all firms have the same incentives to lie about their participation in bribery, and therefore, identifying the drivers of this heterogeneity may help policymakers better assess the reliability of bribery information collected through confidential surveys. Este ensayo nos presenta e introduce en su pensamiento.

Data from multiple sources point to the desire for revenge in response to grievances or perceived injustices as a root cause of violence, including firearm violence. Neuroscience and behavioral studies are beginning to reveal that the desire for revenge in response to grievances activates the same neural reward-processing circuitry as that of substance addiction, suggesting that grievances trigger powerful cravings for revenge in anticipation of experiencing pleasure. Based on this evidence, the authors argue that a behavioral addiction framework may be (...) appropriate for understanding and addressing violent behavior. Such an approach could yield significant benefits by leveraging scientific and public health-oriented drug abuse prevention and treatment strategies that target drug cravings to spur development of scientific and public-health-oriented “gun abuse” prevention and treatment strategies targeting the revenge cravings that lead to violence. An example of one such “motive control” strategy is discussed. Approaching revenge-seeking, violence, and gun abuse from the perspective of compulsion and addiction would have the added benefit of avoiding the stigmatization as violent of individuals with mental illness while also acknowledging the systemic, social, and cultural factors contributing to grievances that lead to violent acts. There has recently been some literature on the properties of a Health-Related Social Welfare Function (HRSWF). The aim of this article is to contribute to the analysis of the different properties of a HRSWF, paying particular attention to the monotonicity principle. For monotonicity to be fulfilled, any increase in individual health—other things equal—should result in an increase in social welfare. We elicit public preferences concerning trade-offs between the total level of health (concern for efficiency) and its distribution (concern for equality), (...) under different hypothetical scenarios through face-to-face interviews. Of key interests are: the distinction between non-monotonic preferences and Rawlsian preferences; symmetry of HRSWF; and the extent of inequality neutral preferences. The results indicate strong support for non-monotonic preferences, over Rawlsian preferences. Furthermore, the majority of those surveyed had preferences that were consistent with a symmetric and inequality averse HRSWF. (shrink)

En Sofista, Platón revé algunos puntos clave de su teoría del conocimiento, tales como la teoría de las Formas y la noción de imagen (eídolon). Según algunos intérpretes (Ringbom, Palumbo, Deleuze, Audouard), este diálogo contendría la decisiva novedad de que entre conocimiento verdadero y conocimiento falso hay una notable paridad: ambos recurren a imágenes, el verdadero al eikón y el falso al eídolon (según diálogos anteriores, la imagen está reservada a las formas inferiores de conocimiento, lindantes con lo apariencial y (...) lo falso). En este trabajo me propongo discutir estas interpretaciones. No hay duda de que Sof. revisa el estatuto de las imágenes falsas, no obstante creo que no llega a establecer la aludida equiparación entre ambos tipos de conocimiento. Incluso en este diálogo -argumentaré- el conocimiento verdadero continúa funcionando de un modo cualitativamente distinto respecto del falso, sin recurrir a imágenes o haciéndolo lo menos posible. Estas páginas se proponen presentar la traducción comentada de dos textos de Pedro de Juan Olivi, franciscano provenzal del s. XIII; el primero es el artículo 19 de la Impugnatio quorundam articulorum Arnaldi Gallardi, y el otro es la cuestión 76 de sus Quaestiones in secundum librum Sententiarum. La traducción conjunta de estos textos se justifica por su afinidad temática, pues ambos se refieren a un mismo problema, el que los escolásticos acostumbraron presentar bajo el título “Si el alma se (...) conoce a sí misma por esencia o por especie”; por otra parte, la crítica reciente encontró en ellos indicios de una concepción naciente de sujeto moderno. Luego de presentar someramente cada texto y de algunos datos biográficos imprescindibles de su autor, ofreceré las traducciones. Agregaré solo algunas notas al pie –las necesarias para facilitar la comprensión– y pospondré para el final el análisis de las cuestiones filosóficas, que volcaré en cuatro notas complementarias. Politics and the Religious Imagination is the product of a group of interdisciplinary scholars each analyzing the connections between religious narratives and the construction of regional and global politics, combining a set of theoretical and philosophic insights with several case studies that represent varied geographies and religious customs. The past decade has seen increasing interest in the links between religion and politics, and this edited volume seeks to take religion seriously as a motivator of action. Few studies have attempted to (...) bring together the multi-disciplinary work in this burgeoning field of study and this work takes a global perspective, using a variety of contexts including East-West relations to analyze the following key themes: the constructive and destructive hermeneutics of religious stories the relevance and importance of religion as a dominant political narrative the rise of new stories among groups as agents of change the way that religious narratives help to define and constrain the Other the manipulation of religious stories for political benefit This work argues that it is insufficient to judge the relationship of religion and politics through mere institutional or quantitative lenses, and this collection proves that while this promise of the narrative part of the social imaginary has been recognized in political theory to a certain extent, its influence in the realm of empirical political science has yet to be fully considered. Heidegger foi um dos pensadores mais influentes do século pasado. Muitas de suas contribuições conceituais têm sido aplicadas tanto às ciências humanas quanto às naturais. Dasein, ser-no-mundo, facticidade, sentido, cuidado, etc. são familiares a qualquer filósofo. Neste trabalho tento reconstruir duas das noções centrais do jovem Heidegger. Analiso parte do camino que leva o jovem Heidegger às noções nucleares da grande obra de 1927: “significatividade” e “mundo”. Meu interesse é duplo: em primeiro lugar buscar uma clarificação progressiva destes conceitos e, (...) em segundo lugar, exibir a gênese de Ser e Tempo. Anima-me a ideia de que o modo de tratamento destes conceitos nestes anos ilumina grande parte do pensamento heideggeriano e, com ele, do século XX. Palavras-chave: Heidegger. Significatividade.
